Where Georgia sits in the rankings, on the government's own list
The Ministry of Economy keeps a compilation of Georgia's placings in international indices. The 2026 edition lists fourth place on the World Bank's B-READY alongside Korea, Singapore and Estonia; 35th of 184 on the Heritage Foundation's Index of Economic Freedom with a score of 69.6; 25th of 165 on the Fraser Institute's measure; 52nd of 143 on the Rule of Law Index; and 56th on Transparency International's corruption index with a score of 50.
Strong on process, middling on institutions
Read down the list and a pattern appears. Where the question is how quickly and cheaply you can register a company, a property or a permit, Georgia places near the top: fourth on B-READY, 25th on the Fraser Institute's economic freedom measure with a score of 7.69. Where the question is how reliably rules are enforced and disputes resolved, it sits in the middle: 52nd of 143 on rule of law with 0.58, 43rd of 133 on the Chandler Good Government Index. Both halves matter to a foreign investor, and they are not the same story.
First in the region, 35th in the world
Two of the entries pair a regional first place with a middling global rank. Georgia is listed first of nineteen in Eastern Europe and Central Asia on the corruption index while standing 56th overall with a score of 50, and first of fifteen in the same region on rule of law while ranking 52nd. On the Heritage index it is 35th globally and 20th of 44 in Europe, in the band the publisher calls moderately free. If you are comparing Georgia with its neighbours, the regional placings are the relevant ones. If you are comparing it with where your money is now, the global rank is.
Read a government compilation as a compilation
This is the Ministry of Economy's own selection of indices, which is a legitimate thing for a ministry to publish and also a selection. The document itself is not fully consistent: it gives two different counts for how many economies the B-READY exercise covered, and it still lists the 2020 Doing Business result even though the World Bank retired that index. Several entries are a year or two old, with the tourism development index dated 2024. None of that makes the figures wrong, but it does mean checking each index at its own publisher before quoting it in a document of your own.
What it is actually useful for
Indices are a screening tool, not a decision. A high B-READY placing is a reasonable signal that incorporating and registering property will be fast and cheap here, which matches the fees and timelines you can look up directly. A middling rule-of-law rank is a reasonable signal to put more weight on contract drafting, on who holds title, and on where you agree disputes will be heard. Used that way the list is worth the ten minutes. Used as a substitute for due diligence on a specific deal, it is worth nothing.
