Three of the World Bank-funded road sections run through Kakheti

Three of the World Bank-funded road sections run through Kakheti

Georgia signed a USD 372 million loan from the IBRD in June for the Trans-Caspian Transport Corridor connectivity project, inside a package the Ministry of Finance put at roughly USD 751 million in total. Most coverage led on the railway half — electric locomotives and substations. The road sections named in the agreement are the part worth reading twice if you own something in the wine country: Badiauri to Chalaubani, Chalaubani to Bakurtsikhe, and Gurjaani to Telavi.

What the money is for

The project is split between rail and road. On the rail side it funds electric locomotives for Georgian Railway, new electrical substations and institutional work inside the company. On the road side it funds the three Kakheti sections, plus transport interchanges, flyovers, bridges and road safety measures, with the Roads Department and Georgian Railway delivering jointly. The agreement was signed by Finance Minister Lasha Khutsishvili and Rolande Pryce, the World Bank's regional director for the South Caucasus.

Not all of the package is secured yet

The IBRD's 372 million is the signed part. The ministry's account describes a further USD 175 million from the Asian Development Bank and USD 182 million from the Asian Infrastructure Investment Bank as still being secured. That is close to half the total, and it is the half that is not yet a signature. A road section whose financing depends on a co-lender that has not signed is a plan, and plans are rescoped. It is a reason to read the three named sections as intentions in priority order rather than as a construction calendar.

Why Gurjaani to Telavi is the one to watch

Of the three, Gurjaani to Telavi is the stretch that most visitors to Kakheti actually drive, and Telavi is where a good share of the region's guesthouses, hotels and tasting rooms sit. A rebuilt road shortens the trip from Tbilisi in practice rather than on paper, which is what turns a wine region from a long day out into a comfortable overnight. For an owner letting rooms out there, that is the mechanism by which infrastructure spending eventually shows up in occupancy.

What a corridor project is really buying

The project's name points east, towards the Caspian, and the locomotives and substations are the freight half of it. The Kakheti roads sit on the same axis, which is how regional roads get into a corridor loan in the first place. The side effect for anyone living or hosting along them is better surface, and the side effect of a freight corridor is heavier traffic. Both arrive together, and which one dominates depends on where exactly a property sits relative to the carriageway.
