The 2027 draft budget puts ₾8.4 billion into capital projects

The 2027 draft budget puts ₾8.4 billion into capital projects

Roads, the metro, a port and an airport runway all have named lines in the Finance Ministry's draft. Parliament still has to pass it, but the list tells you where the state expects to be digging next year.

The headline shape

The Finance Ministry has set the 2027 consolidated budget at ₾37.531 billion, about ₾1.5 billion above the 2026 forecast, with expenditure of ₾37.562 billion and tax revenue of ₾29.52 billion. The deficit is planned at 2.5% of GDP and government debt is put at 31.6%. The ministry's working assumption is 5% real growth next year, with inflation returning to the National Bank's 3% target by the end of 2027.

The capital lines that matter here

Capital expenditure is above ₾8.431 billion, nearly a billion more than the 2026 forecast. Municipal infrastructure takes over ₾2.7 billion, roads up to ₾1.332 billion of which ₾723 million is highway construction, water and wastewater ₾432 million and energy ₾404 million. Named projects include ₾250 million for Georgian Railway capacity, ₾125 million for Anaklia port, ₾125 million for Tbilisi metro modernisation and ₾60 million for the runway at Kutaisi International Airport.

Why a property owner should read a budget

Budget lines move slower than headlines, but they move land values. A runway, a metro upgrade and a port are the kind of spending that changes travel times and freight routes, and the districts that get a new road or a water main usually see it in asking prices a few years later. The figures above are also the clearest public statement of which projects the state is still committed to, as opposed to which ones are merely announced.

It is still a draft

This is the draft submitted to Parliament, which can revise it; final approval is expected in December. Treat the named amounts as the government's stated intention for 2027 rather than money already committed, and check the adopted law before timing a purchase or a project around any single line.
