Tbilisi prices rose 5.9% and Mtatsminda costs 7,004 lari a metre

Tbilisi prices rose 5.9% and Mtatsminda costs 7,004 lari a metre

Geostat's residential price index for Tbilisi rose 5.9% year on year in the third quarter and 1.5% against the previous quarter, according to figures reported on 23 October. Houses outpaced flats, 7% against 5.6%. The index is built from advertised prices for new residential property, so it measures what sellers are asking rather than what buyers finally pay.

Six years of gains, against inflation

Set against the 2020 average, the index now stands 66.2% higher, while consumer prices over the same stretch rose 39.6%. That gap is the part worth holding on to: housing in Tbilisi has not merely kept pace with the cost of living, it has pulled ahead of it by a wide margin. For an owner weighing a sale, that is the argument for having waited. For a buyer, it is the reason the entry price no longer feels like the bargain Tbilisi had a reputation for.

Mtatsminda and Vake set the ceiling

Among newly built, completed apartments the most expensive district is Mtatsminda at 7,004 lari a square metre, with Vake behind it at 6,046. For private houses the order flips to Vake first, at 4,517 a square metre. Those are the two addresses that set expectations for everything else in the city, which is why a seller in a mid-priced district should be careful about quoting them as a comparison. They are the ceiling, not the market.

Finish level is the real price lever

The median asking price per square metre separates sharply by how finished the flat is: 4,493 lari for green frame, 3,752 for white frame and 3,287 for black frame, and the article notes the black-frame median fell. Over a thousand lari a square metre sits between the bare shell and the finished one. An owner deciding whether to fit out before selling, and a buyer deciding whether to take on the work, are both really deciding which of those three medians they want to be measured against.

Read it as asking prices, not sales

The methodology matters here. The index covers Tbilisi's new residential market and is compiled from prices advertised on websites. That means it cannot show the gap between what is asked and what is signed, and in a slowing market that gap is usually where the real story is. If you are making a decision with money in it, pair this with registry turnover data and with what comparable units in your own building actually closed at.
