Tbilisi closed 3,388 flat sales in August, and foreign buyers took 14%

The month's figures, published by Colliers, show value rising faster than volume and the new-build share of demand concentrated in two districts rather than the centre.
The month in numbers
Colliers counted 3,388 apartment transactions in Tbilisi in August, 18.9% more than a year earlier, with a combined market value of $297 million — up 35.2%. Value climbing roughly twice as fast as volume is the part worth noticing: the average deal is getting bigger, either because buyers are moving up in size and quality or because prices are carrying more of the total.
Where the new-build demand actually sits
Sales in new projects rose 23.7% and were concentrated in Samgori and Didi Dighomi. Sales in older buildings rose 3.8%. For anyone choosing between an off-plan unit and a renovated Soviet-era flat, that gap is the market telling you where the volume is: in the big outer districts where new stock is being delivered at prices a local salary can still reach.
The foreign share moved, but it is still small
Foreign buyers accounted for 14% of August purchases, up from 12% in July. It is a real move, and it is also a reminder of the shape of this market: roughly six in seven Tbilisi buyers are domestic. A seller pricing a flat for an imagined queue of overseas investors is pricing for the smaller part of the room.
Read it next to the credit numbers
The same roundup puts new mortgages at ₾3.58 billion over January to July, 46.5% more than a year earlier across 34,482 loans, with an average loan of ₾103,900 and an average rate of 11.38% in July. Cheaper credit and a smaller minimum deposit explain a good share of August's volume — which is why the lending-rule change coming in February matters to anyone planning to sell into this market next year.
