Six towers on the old hippodrome: what is settled about Downtown Tbilisi, and what is not
A ceremony in September 2026 launched Downtown Tbilisi, a six-tower development on the site of the former hippodrome in Saburtalo, next to the planned Tbilisi Central Park. Prime Minister Irakli Kobakhidze put the scheme at 600,000 square metres and two billion dollars. Archi Group and Invia are lead developers, with the Sapir Organization as co-developer and a partnership with The Trump Organization for the flagship tower. Block Stone Capital, Finvest and Vector Group are named as investors. Economy Minister Mariam Kvrivishvili said the scheme would create jobs from the outset.
The two heights
Kobakhidze described the flagship as a 280-metre, 62-storey tower. The same account also cites earlier Trump Organization figures of about 70 storeys and about 259 metres, and does not reconcile the two. That is not a trivial discrepancy for anyone trying to judge the scheme: storey count and height drive the unit count, the shadow line and the traffic load. Until a permit set is published, both numbers are claims rather than specifications.
What the site is and what goes on it
The site is the former hippodrome in Saburtalo, one of the larger undeveloped parcels left inside the city, beside the planned Tbilisi Central Park. Planned uses across the development are residential, hotel, retail, dining and other commercial space. For owners in Saburtalo and Vake the relevant question is not the brand on the tower but the pipeline: 600,000 square metres arriving in phases changes the supply picture in the districts nearest to it, and changes it most for the newer stock competing on the same amenities.
The objections on record
Critics quoted in the coverage raise the loss of open space, the scale of construction, and the environmental and infrastructure impact. No completion timeline has been given. Eric Trump said he intends to visit regularly, including for a groundbreaking ceremony, but no date for that has been set either. A launch ceremony is not a building permit, and the sensible way to track this one is by the permit and the groundbreaking rather than by the renderings.
