Seven billion dollars of transport spending, and one target: 30%

Economy Minister Mariam Kvrivishvili told the Second Trans-Caspian Transport Corridor and Connectivity Investors Forum that Georgia will invest USD 7 billion in transport, logistics and infrastructure projects by 2032. The stated goal is to cut cargo transit times through Georgia by up to 30%. The components named are the Anaklia deep-sea port, full railway modernisation, highway expansion, a new international airport at Vaziani, and unified digital services across logistics and customs. No figure was given for any individual component.

What the 30% is measuring

The target is transit time for cargo crossing the country, not journey time for people or freight volume. That is a narrow and testable claim: the same container moving from the Caspian side to a Black Sea port should take up to 30% less time by 2032 than it does now. It is also the right target, because Georgia's commercial case as a corridor rests on speed and predictability rather than on being the shortest route. Whether the figure is met will be visible in freight forwarders' schedules long before it appears in a ministry statement.

The port numbers inside the plan

Anaklia is given as the first phase at 600,000 TEUs by 2029, rising to at least one million TEUs by 2035. The rail component includes renewing rolling stock and freight fleets and completing the remaining sections of the Baku-Tbilisi-Kars railway. The report also notes that negotiations with a preferred investor for Anaklia, announced more than a year before, had not been finalised, and flags customs bottlenecks and limited ferry links to European ports as open problems. Those are the constraints that decide whether the 30% arrives.

Read it as a direction, not a budget

A seven-year, seven-billion-dollar total announced at an investors forum without a per-project split is a statement of direction. It tells you which sectors the state intends to put money into and roughly over what period; it does not tell you what any single project is funded at, or what happens if borrowing conditions change. The announcement dates from December 2025, so roughly a year of that period has already passed, and the most useful way to track it is against individual tenders and loan agreements as they are published.

What it means on the ground

For a property owner the relevant question is which corridors get built, because that is what moves land value and travel time. For a tour operator the relevant question is road quality and journey reliability on the routes you already sell. For a business importing or exporting, the customs digitalisation and data-sharing part of this plan may matter more than any road: a faster border is cheaper than a faster road, and the report lists customs bottlenecks as a current constraint rather than a solved one.
