S&P moved Georgia's outlook to positive — and named reserves as the reason

In August 2026 S&P Global Ratings affirmed Georgia's sovereign credit rating at BB and revised the outlook from stable to positive. The agency's stated driver was sustained growth in international reserves under the National Bank's accumulation policy, which it said reduces vulnerability to external shocks. It also pointed to a current account deficit that narrowed to an all-time low of 2.6 percent of GDP in 2025, from above 10 percent a decade earlier, and to falling financial dollarisation.

What BB with a positive outlook actually means

BB sits below investment grade. A positive outlook signals that the agency sees a reasonable chance of raising the rating if current trends hold, but it is not itself an upgrade and carries no commitment to one. For anyone looking at Georgia from outside, the practical function of a rating is pricing: it feeds into what the sovereign pays to borrow, which feeds into what banks pay, which eventually shows up in the cost of a mortgage or a development loan. An outlook change moves that chain slowly, if at all.

The figures behind the decision

Two numbers do most of the work. The current account deficit narrowed to 2.6 percent of GDP in 2025, described as an all-time low and down from above 10 percent a decade earlier — a deficit that size is far easier to finance and far less exposed to a sudden stop in capital inflows. The National Bank's net foreign currency purchases came to about 2.1 billion dollars in January to June 2026, which is the reserve accumulation the agency credits. S&P's own revised forecasts at the time were average inflation of 5.1 percent and growth of 6.4 percent for 2026.

What it does not say

A sovereign rating is an assessment of a government's capacity to service its debt. It is not a judgment on property prices, rental demand, construction quality or the enforceability of a particular contract, and it should not be read as one. The agency's own qualifiers were that fiscal and monetary frameworks are prudent by regional standards and that the banking system is well capitalised and liquid — both relative statements. If you are deciding whether to put money into a specific building in a specific city, the rating is background, not the analysis.
