Revenues came in ₾800 million above plan — and the budget is being reopened

Amendments to the 2026 state budget are expected in Parliament this coming week. Money will move between projects according to how fast they are actually being spent — which is the part that matters if you supply the state.

What was announced

Deputy Finance Minister Giorgi Kakauridze told a joint committee sitting in Parliament on 4 November that budget revenues had exceeded the original projections by about ₾800 million, and that amendments increasing the 2026 state budget would be submitted to Parliament in the coming week. The 2026 budget was approved on a 5% growth assumption, with total allocations of roughly ₾30.9 billion. The overshoot is therefore around 2.6% of the original spending envelope — real money, but not a transformation of the budget.

Money follows execution, not promises

The mechanism described is a reallocation: programmes and projects with low execution rates will lose funding to those spending at a stronger pace, and savings or delays in some lines will be redirected. For a contractor, supplier or municipality that is the operative sentence. A project running behind schedule this autumn is a candidate to have money taken off it, and one that is ahead is a candidate to receive. The Deputy Minister did not name the exact increase or the projects that will get it, so anyone affected is waiting on the text rather than the announcement.

Why it is worth watching from a building site

Part of the stated purpose is to close funding gaps in initiatives that appear in the draft 2027 budget. In practice that means some 2027 commitments are being part-paid this year. Infrastructure decisions set in a budget amendment show up two or three years later as roads, interchanges and utility connections — and those are what move land values at the edges of Tbilisi, Batumi and the towns along the main corridors. Reading the amendment when it is published is a cheaper form of market research than waiting to see where the cranes go.
