Registered primary sales fell 5.3% while developers reported 35% growth

Galt & Taggart's second-quarter Batumi report, published on 14 August with June price data, records 4,168 apartment sales in the Public Registry, up 3.7% year on year. Within that, secondary sales rose 13.4% to 2,200 while registered primary sales fell 5.3% to 1,968 — a figure the report attributes partly to registration delays, since its own developer survey showed primary sales up 35.1% over the same quarter.

Why the two counts differ

A registry count records the moment a sale is entered in the Public Registry. A developer survey records the moment a buyer signs with the developer. For an off-plan apartment those two moments can be months or years apart, and the report flags registration delays as part of why its primary figure looks weak. Neither number is wrong; they are answers to different questions. If you want to know what people committed to buying this quarter, the developer survey is closer. If you want to know what legally changed hands, the registry is.

The secondary market is doing the visible work

Secondary sales of 2,200 units, up 13.4%, outnumbered registered primary sales for the quarter. That matters to an owner thinking about selling, because it says there is a working resale market rather than only a queue of new buildings competing for the same buyers. Prices in June were US$1,960 a square metre on the primary market, up 9.8% over the year, and US$1,497 on the secondary, up 6.5%. The new-build premium is real, and so is the fact that resale prices are rising too.

Rents are the soft spot

The average daily rate in the quarter was US$34.6, down 4.2% from US$36.1 in the same quarter of 2025, while the gross rental yield stood at 7.1% in June and the report notes it has been gradually declining. Put the two sides together and the picture is consistent: buyers are paying more each year, guests are paying slightly less each night. The report also says unsold stock remains high and points to oversupply. For an owner, that combination argues for competing on management and reviews rather than on nightly price.

Dates matter when you quote this

The report came out on 14 August and its price data is as of June, so by late October some of it has aged. It also covers only part of the market: the developer survey reaches participating developers, not every project in Adjara. Quote the quarter and the publication date whenever you use these numbers, and when a seller shows you a growth figure, ask which of the two counts it comes from. The difference between 5.3% down and 35% up is the difference between two methods, not two markets.
