The structure of the deal
Planet Hollywood Resorts International named Orbi Group and Block Group as its licence partners for a project in central Tbilisi, in association with Iconic Entertainment, whose partner Mark Advent is described as a hotel and casino developer. The announcement describes a two-tower campus of about 1,200 rooms in total: a 500-room Planet Hollywood Hotel & Casino and a 600-room Radisson Blu. The release calls it Georgia's first integrated resort destination. No investment figure was given.
Why 1,200 rooms is a large number here
Set that against national delivery: across the whole of Georgia in the first half of 2026, 20 hotels totalling 147,294 square metres were commissioned, and hotel floor space fell 8.7 per cent year on year. A single 1,200-room campus in the capital is therefore a step change in one location rather than an incremental addition. For owners of short-stay units in central Tbilisi it would reset the room count their district competes against; for tour operators and experience hosts it would mean a large block of guests arriving pre-booked, through one operator's channels.

A licensing announcement is the earliest stage at which a project becomes public, and it precedes financing close, permitting and construction. Treat it as a stated intention by named parties, which is what it is, and watch for the two things that would make it real: a building permit on the site and a published opening date.
The wider pattern of branded entries
This is not an isolated announcement. Wyndham has said it will bring its Registry Collection to Georgia, Accor has signed a Swissôtel for Batumi for early 2027, and a string of mid-market flags have opened in Tbilisi over the past two years. The common thread is the structure: international brand, local capital, local or third-party management. For a Georgian owner or developer the useful inference is about demand for branded operating platforms rather than about foreign money flowing into bricks — the equity is mostly domestic.
