A 1,200-room casino resort is planned for Tbilisi — with no opening date and no published budget

In a release dated 20 March 2026, Planet Hollywood Resorts International set out plans with the developers Orbi Group and Block Group, and partner Iconic Entertainment, for what it calls Georgia's first fully integrated resort destination in Tbilisi. The description is of a two-tower campus put at 1,200 rooms: a 500-room Planet Hollywood Hotel & Casino and a 600-room Radisson Blu, with a casino of about 50,000 square feet, an entertainment venue seating 4,000, and more than 70,000 square feet of Harvey Nichols retail. The release expects over 2,000 permanent jobs.

No opening date is given and no capital figure is published; the release says further detail will follow in the months ahead. For anyone weighing a purchase nearby, that is not a small omission — the difference between rooms arriving in 2029 and rooms arriving in 2033 is the difference between a construction site and a demand driver during the years you actually own the asset. Until a date exists, this is an intention with brand names attached, which is a real thing but not a schedule.

Twelve hundred rooms is a lot of inventory to add to one city at one time, and it lands in a market where hotel occupancy has been the soft spot rather than room count. If it is built roughly as described, the near-term effect on average rates in the upper tier of Tbilisi is downward pressure, and the effect on the surrounding streets is the usual mix of footfall, noise and higher land values. Owners of short-let flats in the area should think about which of those they are exposed to.

Brand agreements are signed earlier than buildings go up, and a hotel name in a press release is a licence, not a guarantee of steel in the ground. The things worth tracking from here are dull and public: a construction permit for the site, an announced contractor, visible piling. When those three appear, the project has moved from plan to programme. Until then, price the land on what the street is today.
