A Dubai developer has put $250 million behind Batumi's artificial island

HOLM Developments signed with Ambassadori Island in late August for a complex of roughly 140,000 square metres. If you already own on the Batumi coast, the question is what a project this size does to the supply around you.
What was actually signed
On 27 August 2026 Ambassadori Island Batumi and HOLM Developments, a Dubai-based property company, announced an investment and development agreement worth more than $250 million. It covers a multifunctional complex of around 140,000 square metres on the island. The agreement was signed by Ambassadori Island's chief executive Gocha Kamkia and HOLM's chief executive Sergey Avayan, with a presentation for Dubai business media the following day. HOLM describes itself as equity-funded and says it holds more than 1.1 billion dirhams in land and construction guarantees.
The island behind the headline
Ambassadori Island is a land reclamation scheme off Batumi: two artificial peninsulas and one artificial island, 84 hectares in total. In December 2025 the developer reported that 46.9 of those 84 hectares had been reclaimed, that the 26-hectare western peninsula had been completed that September, and that the first structure on the island had begun. The published plans at that point described premium apartments, a hotel, a helipad, wellness and pool facilities and retail space.
What it means if you already own here
Reclaimed land is supply that did not exist before, and it arrives at the top of the price range rather than the middle. A branded, master-planned scheme of this size usually sets a new ceiling on the coast instead of competing directly with a ten-year-old block on the boulevard. The pressure an existing owner feels is more often in the selling season: when a large project markets hard, resale listings nearby compete with show flats, payment plans and a sales team. If you plan to sell rather than hold, timing around those campaigns matters more than the project's eventual finish.
What has not been published
No completion date, unit count or price list has been released for the HOLM complex. A figure announced at signing is an intention, not money spent, and reclamation projects are among the easiest to delay: weather, marine works and financing all sit between an agreement and a finished building. The useful habit for anyone tracking the Batumi coast is to write down the commissioning dates a developer announces and check them against what is actually delivered a year later.
