The rule
Citizens of 94 countries and territories enter Georgia visa-free and may stay one full year from the date of entry. That includes all six Gulf states, Jordan, Turkey, every EU member, the UK, the USA and Russia.
The second route: if you hold a valid visa or residence permit from one of those countries, you can enter for 90 days in any 180, whatever your own passport says.

When to come
May, June, September and early October are the best months almost everywhere. July and August are peak on the Black Sea. Late September into October is the Kakheti harvest. December to March is ski season at Gudauri and Bakuriani, and the cheapest time to see Tbilisi.
