Georgia says it will mobilise about $7 billion for transport by 2032, and triple airport capacity — the targets are clear, the financing less so

The figure was first named in July and repeated by the prime minister at a maritime forum in Batumi in September, with capacity targets attached. The outlet reporting it also sets out why to treat the number carefully.

The pledge and the capacity targets

Speaking at the Georgian International Maritime Forum in Batumi on 8 September, Prime Minister Irakli Kobakhidze said the government intends to mobilise around $7 billion for transport and logistics infrastructure by 2032. The figure itself was first named on 6 July by the economy minister; what the Batumi remarks added were targets rather than money. Over a ten-year horizon the stated aims are to double railway capacity, double port capacity and triple the capacity of international airports.

What the plan is made of

Three components carry most of it. The Anaklia deep-sea port, restructured under a landlord model, is put at $1.1 billion in total project volume with a first phase designed for 600,000 containers a year — and, as of this month, an 18-kilometre rail link of its own costed at about $200 million with World Bank support. Railways get rail infrastructure and rolling stock, with more than 1 billion lari slated for this year and modernisation of Georgian Railways. Roads mean completing the East-West International Highway, which the government describes as 75 per cent finished, plus high-speed highways generally.

The grounds for discounting the headline

The same report that carries the pledge also questions its credibility, pointing to Anaklia funding cuts for 2026 and limited Western financing. That is worth holding on to, because a ten-year, $7 billion aggregate is the easiest kind of number to announce and the hardest to audit. The honest reading is that the direction is well evidenced — a tendered railway, visible marine works, a terminal expansion already contracted at the airport — while the total is an intention. Judge it by what gets tendered and awarded, year by year, not by the sum.

What it means for money already here

If the airport capacity target alone is met even partly, the binding constraint on tourism volumes loosens, and that reaches apartment owners and tour operators before it reaches anyone holding a port bond. On the freight side, the people with most to gain are those with land or warehousing on the corridors, and they are also the ones most exposed if a phase slips. The practical discipline is the same for both: price the asset on what it earns today, and treat corridor upside as a reason to hold rather than a reason to pay more now.
