A bill just filed in parliament would scrap the GEL 40,000 property tax line and leave only GEL 100,000

It was introduced on 29 September 2026 and has not been voted through. If it passes, a household under GEL 100,000 of annual income would owe no property tax at all, and the middle band disappears.
What the bill actually does
Members of the ruling party put the bill before parliament on 29 September. It removes the lower of the two household-income thresholds in the property tax rules, so the only line left is GEL 100,000 of annual family income. The parliamentary speaker described it as abolishing the GEL 40,000 threshold and keeping the GEL 100,000 one. Reporting suggests it will be taken under an expedited procedure, meaning it could move fast — but today it is a bill, not a rate anyone can budget against.
How the bands work today
As the rules stand, a household with annual income up to GEL 40,000 is exempt. Between GEL 40,000 and GEL 100,000 the rate runs from 0.05% to 0.2% of the property's value; above GEL 100,000 it runs from 0.08% to 1%. Municipalities choose the exact figure inside those ranges, which is why two owners of near-identical flats in different towns can end up with different bills. Deleting the lower threshold folds that middle band into the exemption.
What it would mean if you own here
The households that gain are the ones in the middle: a family declaring, say, GEL 70,000 and holding one flat would go from paying something to paying nothing. A foreign owner's position is less likely to change, because the threshold is tested against total family income, and anyone with a salary or a business abroad is often above GEL 100,000 before Georgian income is counted at all. That is the point worth putting to an accountant rather than assuming. Note too that property tax is a separate matter from the tax on rent — the residential rental regime is untouched by this bill.
What to do while it is still a bill
Honestly, nothing. If you are pricing a purchase, use the bands that exist rather than the ones proposed, and treat any saving as a maybe. If you already own and your family income sits between the two thresholds, the sensible move is to watch the parliamentary calendar, not to restructure anything. And if a seller or an agent tells you property tax in Georgia has been abolished, that is not what has happened — a threshold was proposed for deletion, which is a much smaller thing.
