Georgia's "7th in the world for doing business" is from a 2020 index that no longer exists — here is what the current rankings say

The Ministry of Economy's own June 2026 compilation of where Georgia sits in the international indices. Two of the figures are genuinely strong; one of the most-quoted is retired.
The retired number
Georgia is still routinely described as 7th in the world for ease of doing business. That figure is real, but it comes from the World Bank's Doing Business 2020 report, where Georgia scored 83.7 and placed 7th of 190 economies, with 2nd for starting a business and 5th for registering property. The Ministry of Economy's own compilation notes that this ranking has been replaced. Anyone quoting it today is quoting a six-year-old measurement from a discontinued series, which is worth knowing before you build an investment case on it.
What replaced it, and how Georgia did
The World Bank's successor assessment, B-READY, placed Georgia 4th in its 2025 edition, with Taxation 9th, Business Entry 8th and Business Location 4th. On the Fraser Institute's Economic Freedom of the World 2025 index Georgia came 25th of 165 with a score of 7.69 — 14th for regulation and 19th for freedom to trade internationally, but 56th for legal system and property rights, which is the weakest of its sub-scores and the one most relevant to an owner relying on enforcement. The Heritage Foundation's 2026 Index of Economic Freedom puts Georgia 35th of 184 with 69.6 points, classed as moderately free and 20th of 44 countries in Europe.
Governance and corruption
On Transparency International's Corruption Perceptions Index for 2025 Georgia scored 50 and ranked 56th of 182, first among the 19 countries of Eastern Europe and Central Asia. The World Justice Project's 2025 Rule of Law Index places it 52nd of 143, with 38th on the absence-of-corruption factor. The Chandler Good Government Index 2026 ranks Georgia 43rd of 133, with stronger sub-scores for stable business regulations at 20th and transparency at 14th. The pattern across all three is consistent: better on rules and administration than on courts.
And for the tourism side
The World Economic Forum's Travel and Tourism Development Index, in its 2024 edition, ranks Georgia 45th of 119 economies, and 15th among the 35 upper-middle-income countries assessed. That is the most recent reading in the ministry's compilation, so it predates the last two seasons. Taken together, the honest summary for someone weighing Georgia against a neighbouring market is that it scores well on how easy the state makes it to start, register and tax a business, and middling on the institutions you would fall back on if something went wrong.
