Georgia came fourth out of 101 economies in the World Bank's Business Ready ranking — and second on operational efficiency

B-READY replaced Doing Business, and Georgia's position held as the sample doubled. That is a better signal than a single good year — but it measures rules, not demand.
What changed about the measurement
Business Ready, usually shortened to B-READY, is the World Bank's replacement for the discontinued Doing Business report. It scores economies across three dimensions — the regulatory framework, public services that support firms, and the operational efficiency businesses actually experience. The first edition covered 50 economies; the following round widened to 101. Georgia ranks fourth in that larger field, and second in the world on operational efficiency, according to the National Agency of Public Registry, which cites the World Bank assessment.
Why the registry gets the credit
The agency points to its large-scale systematic land registration programme as a contributor to the score, and that is the part of the ranking a property buyer touches directly. In practice it is the reason a Georgian title transfer is a same-day or next-day administrative act rather than a months-long process with a lawyer in the middle. The Ministry of Economy, writing about the earlier pilot round, noted Georgia placed among the top three of the 50 economies then covered, ahead of several countries that had outranked it under the old Doing Business methodology.
What a ranking like this does not tell you
B-READY measures how a jurisdiction's rules and services work, not whether there are customers. A country can be very easy to register a company in and still be a poor place to put money, and the reverse holds too. Read it as a cost-and-friction indicator: it supports the case that setting up, registering title and dealing with the state are cheap and fast in Georgia, and it says nothing about occupancy, resale liquidity or whether a particular building will let. Those questions need local market evidence, not a global index.
