Georgia came 4th out of 101 countries on the World Bank's business-environment index — and the sample doubled

In the pilot round of Business Ready, covering 50 countries, Georgia was in the top three. In the next round, with 101 countries in the sample, it came fourth and second on operational efficiency. That is the rarer result: a ranking that held up when the field got harder.

What the index is

Business Ready is the World Bank's replacement for the old Doing Business report. It scores countries across the stages of a company's life — starting up, operating and expanding, and closing — and across three dimensions: the regulatory framework, the public services behind it, and the operational efficiency a business actually experiences. The distinction between the second and third of those is the interesting one: it separates good rules on paper from rules that work at the counter.

How Georgia scored, twice

In the 2024 pilot round, covering 50 countries, the Ministry of Economy reported Georgia in the top three alongside Singapore and Estonia, second on operational efficiency, third on the regulatory framework and fourteenth on public services. In the following round, reported by the National Agency of Public Registry in January 2026, the sample widened to 101 countries and Georgia placed fourth overall, holding second place on operational efficiency.

Why the registry gets the credit

The agency points to its own land registration reform and to changes under the law on entrepreneurs as contributors. That is not self-promotion so much as a description of where the score comes from: a property title you can check online in minutes, and a company you can incorporate without a lawyer, are precisely the things an operational-efficiency measure rewards. For a foreign buyer, that registry is the single most useful piece of Georgian infrastructure.

What a ranking does not tell you

An index of this kind measures the mechanics of doing business, not the politics, the currency or the depth of the market you are selling into. Georgia does consistently well on the mechanics and much less well on the things investors price as risk. Read the ranking as an answer to how hard is it to operate here, and go elsewhere for the answer to how safe does my capital feel here — they are different questions and this index only claims the first.
