Mandatory architect certification has been pushed to 20 December — and a quiet VAT change touches property swaps

The requirement that architects hold certification, which had been due to bite earlier, has been postponed to 20 December 2026. For a developer that is roughly one design cycle of breathing room, and it is the second kind of news in a row on this rule — deadlines that move once tend to move again, but planning on that is how projects end up stalled at the permit desk. If your design team is not certified, the useful reading is that you now have a dated deadline rather than an open question.

The second item is narrower and more useful. VAT treatment of arm's length barter transactions between independent parties has been modified so the actual agreed price may be used where it exceeds the appraised market value. In a market where land is routinely swapped for finished flats, that is a real change: it means a genuinely negotiated figure between unrelated parties can stand rather than being displaced by a valuation. Worth raising with your accountant before the next land-for-units deal is papered.

Document retention for micro businesses has been cut from six years to three, alongside a general relaxing of micro and small business rules. That is administrative rather than financial, but for a one-person contractor or a small letting business it is three fewer years of boxes. It also hints at the direction of travel — the compliance burden on the smallest operators is being trimmed while the rules for employing foreigners and for selling tourism services are being tightened.

Put 20 December in the calendar and ask your architect, in writing, where they stand on certification — the answer costs nothing now and a great deal at permit stage. Ask your accountant whether the barter change helps any deal you have in draft. And if you are a micro business, thin the archive. None of this is dramatic; all of it is cheaper to handle in September than in December.
