Georgia's USD 7 billion transport plan to 2032: the targets, and what investors should watch

The prime minister restated the plan in Batumi this month: double rail and port capacity, triple airport capacity. The ambition is clear; the financing and the track record are the parts to watch.

The targets

Speaking at the Georgian International Maritime Forum in Batumi, Prime Minister Irakli Kobakhidze said that by 2032 Georgia aims to double railway capacity and halve cargo transit times, double port capacity and triple the capacity of its international airports, with total investment of about USD 7 billion, Commersant reported on 7 September 2026. He said more than GEL 1 billion is going into rail infrastructure and rolling stock in 2026 alone, and that about 75% of the East–West highway has been built.

The named projects

The USD 7 billion figure was first set out by Economy Minister Mariam Kvrivishvili in December 2025, Georgia Today reported, listing the Anaklia deep-sea port, a full railway upgrade with new rolling stock, highway expansion and a new Vaziani International Airport. For Anaklia, Georgia Today gives targets of 600,000 containers (TEU) a year by 2029 and 1 million by 2035. The prime minister described Anaklia as being built on a 'landlord port' model: the state provides the core infrastructure and private operators build and run the terminals.

Where the money comes from

The minister was frank in December that public money alone would not be enough and that private partners and international lenders are needed. MR East, reporting on the September forum, says the government is looking mainly to Gulf and Asian capital, notes that Abu Dhabi Ports has already invested in the Tbilisi dry port, and points out that Anaklia's line in the 2026 budget was cut from GEL 150 million to GEL 50 million.

How to read it as an investor

Treat the 2032 numbers as targets, not forecasts. Some parts are already concrete — the rail spending this year, the highway sections already open — while the biggest items depend on outside money that has not been fully committed, and Anaklia's own budget line was cut this year. For anyone weighing logistics, warehousing or hotel property on the corridor, the useful signals will be signed financing and contractors on the ground, not the headline total.
