Georgia has put a $7 billion figure on ports, rail and roads to 2032 — the financing plan is the part still missing

The prime minister restated the programme at the maritime forum in Batumi on 8 September. The capacity targets are new; the money is the same figure the economy minister named in July, and it still has no published funding structure.
What was said, and by whom
Speaking at the Georgian International Maritime Forum in Batumi on 8 September 2026, Prime Minister Irakli Kobakhidze set out a $7 billion infrastructure programme running to 2032. It covers railway infrastructure and rolling stock, expanded port capacity with the Anaklia deep-sea port at the centre, completion of the high-speed highway, and a tripling of international airport capacity.
The figure is not new
The $7 billion had already been announced two months earlier, in July 2026, by the economy minister, Mariam Kvrivishvili. What the September appearance added was capacity targets rather than fresh money. That distinction is worth holding on to when the same number reappears in a headline: a programme restated is not a programme funded.
Where the money might come from
No detailed financing structure has been published. With relations strained with the European Union and the United States, the reporting points to Gulf capital as the direction of travel, and notes that the economy minister has met representatives of Abu Dhabi Ports Group to discuss Anaklia. Separately, the government has said Anaklia will be built on a landlord port model, with the state retaining ownership of the core maritime infrastructure and taking direct responsibility for developing and managing it.
Why an owner on the coast should follow this
Infrastructure of this kind changes property values slowly and unevenly, and mostly through jobs and traffic rather than through announcements. The honest position for anyone holding a flat in Batumi, Kobuleti or near Anaklia is that the programme is a reason to keep watching, not a reason to reprice today. The signal to wait for is a signed financing agreement with named parties and drawdown dates — that is what turns a target into a construction schedule.
