Georgia's draft 2027 budget puts over 8.4 billion lari into capital works — here is where it lands

Municipal infrastructure, roads, the Tbilisi metro, Anaklia and the Kutaisi runway all have line items. Each one moves values somewhere specific.

The totals

The draft consolidated budget for 2027 is set at 37.531 billion lari, 1.526 billion above the current 2026 forecast, with total expenditures of 37.562 billion. Tax revenues are projected at 29.52 billion lari, 2.12 billion above this year's forecast. The deficit is planned at 2.5 per cent of GDP, the current account deficit is forecast at 4.5 per cent, and government debt is projected at 31.6 per cent of GDP. Real GDP growth is forecast at 5 per cent for 2027 and 5.2 to 5.3 per cent thereafter, with nominal GDP rising 8.9 per cent to 126.4 billion lari.

Where the capital budget goes

Capital expenditure is set above 8.431 billion lari, nearly a billion more than the 2026 forecast. The named allocations: municipal infrastructure over 2.7 billion; roads up to 1.332 billion, of which 723 million is for highways; education infrastructure 800 million; water supply and wastewater 432 million; energy 404 million; sports infrastructure 310 million; Georgian Railway capacity 250 million; Anaklia port 125 million; Tbilisi Metro modernisation 125 million; and the Kutaisi airport runway 60 million. Police, State Security Service and defence together take 701 million.

Which of these lines touches property values

Municipal infrastructure and the water and wastewater line are the ones that tend to show up in individual district prices, because they cover the things buyers ask about — paving, drainage, lighting, connections. Tbilisi Metro modernisation matters to anyone letting near a station: metro proximity is one of the few amenities that reliably carries a rent premium in the capital. The Kutaisi runway allocation is relevant to Imereti and to budget-airline connectivity, and the Anaklia and railway lines are about freight rather than residential demand, with effects on the western coastal labour market rather than on apartment prices directly.

It is a draft until December

The draft went to parliament with amendments to the Budget Code and a document on the authorised size of the defence forces, and the Bureau has approved a review timetable with committee referrals. Parliament is expected to approve a final version in December. Individual allocations can move between the draft and the vote — Anaklia is the precedent: planned funding for the port’s water infrastructure was cut from 150 million lari in earlier drafts to 50 million in the final 2026 budget. If a specific line matters to a decision you are making, the version to rely on is the one adopted in December, not this one.
