A record number of finished flats lands in Tbilisi and Batumi this year

Permits are the early warning system for supply, and Georgia issued a great many of them: about 12 million square metres in 2024 and a slightly lower 11.4 million in 2025, with Tbilisi taking the largest share and Adjara growing steadily. Buildings permitted then are being handed over now. The April 2026 forecast puts Tbilisi deliveries at roughly 35,000 units for the year and Batumi at up to 18,000 — described as peak levels for both cities.

A resale flat competes with whatever is being handed over on the same street that month, and developer stock usually comes with payment plans, a warranty and a sales office. That does not mean a private seller cannot sell; it means the pricing has to be honest and the flat has to be ready to show. Finished, furnished and immediately habitable is the easiest argument against a bare developer shell.

Completion peaks are not spread evenly. A district with three towers finishing at once behaves differently from one with none, and Tbilisi prices already vary sharply by district — Global Property Guide put Mtatsminda far above peripheral Samgori in its Q2 2026 update. Before setting a price, count what is actually being handed over within walking distance and check what those units are asking.
