From February the 25% repayment cap reaches ₾2,000 earners

The National Bank is not touching the cap itself — only the income line that triggers it, in two steps through 2027. If you sell to buyers who need a mortgage, your pool quietly narrows.

What the committee actually decided

Georgia caps what a borrower may repay each month as a share of income. Below a set income level the ceiling is a quarter of net income; above it, half. On 30 September the National Bank's Financial Stability Committee left both ceilings alone and moved the dividing line instead: from 1 February 2027 the stricter quarter applies to anyone earning under ₾2,000 a month, and from 1 September 2027 to anyone under ₾2,500. Today the line sits at ₾1,500.

The bank's reasoning

The thresholds were built on 2017 data and last adjusted in 2022. Wages have risen since, so people cross into the looser band because the numbers on their payslip are bigger, not because they are genuinely better able to carry debt. The committee says moving the line in two steps keeps household debt sustainable while spreading the effect over eighteen months rather than imposing it overnight.

What it looks like at the kitchen table

Take a buyer with ₾1,800 net a month. Under today's rule they sit above the ₾1,500 line, so repayments of up to half their income — ₾900 — are allowed. From 1 February they fall below the new ₾2,000 line, and the ceiling becomes a quarter, ₾450. That is the arithmetic of the rule, not a forecast: the same income buys roughly half the monthly repayment it buys now. Buyers already above ₾2,500 are untouched.

If you are selling next year

The practical reading for an owner or a developer is simple: the mortgage-financed end of the market has until the end of January on current terms. Buyers on modest declared salaries will either need a larger deposit, a co-borrower, or a longer developer instalment plan. It is worth asking a prospective buyer what their financing actually rests on before taking a unit off the market for them.
