A $250 million ADB loan will take freight out of central Tbilisi

The Asian Development Bank approved Lots 4 and 5 of the Tbilisi Bypass Project in July 2026. Construction bids closed in August, and the stated purpose is to stop heavy vehicles mixing with city traffic.

What was approved and when

The Asian Development Bank approved the Tbilisi Bypass Project, Lots 4 and 5, on 29 July 2026, with a loan of $250 million from its ordinary capital resources. Fact-finding ran from 20 to 27 April 2026, the construction supervision consultant tender closed on 13 May, construction bids for the two lots closed on 3 August, and the loan agreement is dated August 2026. The project data sheet does not publish a completion date or a route length. An updated land acquisition and resettlement plan is dated September 2026, which is usually a sign that the alignment is settled enough for compensation work to begin.

The problem it is meant to fix

The bank's own description of the baseline is blunt: freight and long-distance traffic currently pass through central Tbilisi on a two-lane bypass with limited grade separation, mixing heavy vehicles with city traffic. The consequences it lists are delays, higher transport costs, road safety risk and worse air quality. That is a statement about a corridor that thousands of Tbilisi residents live alongside. For an owner on or near the existing route, the medium-term effect of moving that traffic is usually lower noise and better air on the old alignment and new frontage value along the new one — though expropriation along the new corridor is the other side of the same coin, which is what the resettlement plan exists to handle.

Jobs and the corridor logic

The project is expected to create about 450 direct construction jobs with a target of around 70% local recruitment. Its stated strategic purpose is efficiency along CAREC Corridor 2 and the East-West Highway, which is the land route tying Georgian ports to Azerbaijan and onward to Central Asia. Read next to the Anaklia dredging work and the rebuilding of Tbilisi airport, it fits a pattern of transit capacity being built out across several modes at once. Whether that translates into cargo volume is a separate question that depends on trade flows well outside Georgia's control, and nobody should price a property on the assumption that it will.
